As social media has become a central component of local government communication, practitioners have understandably turned to research for guidance. Academic studies promise evidence-based insights into what drives engagement, how platforms shape behavior, and which strategies appear most effective. Yet a recurring theme in the literature is that research does not produce universal best practices—and treating it as if it does can be counterproductive.

Understanding what research can and cannot tell us is essential, particularly now that social media functions as civic infrastructure rather than a discretionary outreach tool. Evidence matters, but so do judgment, context, and institutional responsibility.

Research Identifies Patterns, Not Prescriptions

Empirical research excels at identifying patterns across cases. Studies can tell us, for example, that posts with visuals tend to outperform text-only posts on engagement metrics, or that positive emotional tone is associated with higher interaction rates. These findings are robust across many contexts and are valuable precisely because they reveal regularities that individual practitioners may not observe from their own experience alone.

However, as scholars have emphasized, government communication operates within a set of normative and institutional constraints that fundamentally distinguish it from commercial or political communication. Local governments are expected to be neutral, transparent, and accountable. They are constrained by legal requirements, public records laws, and ethical obligations that research findings alone cannot adjudicate.

As a result, evidence does not translate directly into action. A pattern observed across hundreds of municipalities does not automatically dictate what a specific city or county should do tomorrow. Research narrows the decision space; it does not eliminate the need for choice.

Why Context Matters More Than “Best Practices”

One temptation in evidence-based practice is to treat findings as recipes. If joyful posts receive more engagement, then post more joyful content. If visuals increase trust, then add more graphics. The literature repeatedly cautions against this logic.

A tactic that builds trust in one community may generate skepticism in another. Similarly, a communication style that feels authentic for a small town may feel impersonal or performative in a large city.

Scholars argue that government communication must be evaluated not only by outcomes, but by adherence to democratic norms. This means that even empirically “effective” strategies may be inappropriate if they undermine transparency, exacerbate inequality, or blur the line between information and persuasion.

Research can illuminate tradeoffs—but it cannot resolve them on its own.

The Role of Professional Judgment

Because research offers probabilistic insights rather than guarantees, professional judgment plays a central role in government social media practice. Practitioners must decide when to prioritize reach over clarity, when to engage directly and when to broadcast, and when silence may be preferable to rapid response.

Researchers have highlighted this interpretive role explicitly, arguing that government communicators function as mediators between institutional mandates and public expectations. Their decisions are shaped by resource constraints, risk tolerance, and situational awareness—factors that rarely appear in quantitative datasets but strongly influence outcomes.

Seen this way, research is best understood as decision support, not decision automation. It informs judgment rather than replacing it—and just as importantly, it provides the credible foundation practitioners need when explaining their strategic choices to leadership, councils, or elected officials.

Misinterpreting Metrics as Meaning

A common failure mode in research-informed practice is metric overreach. Engagement statistics—likes, shares, comments—are often treated as proxies for success, even when they capture only a narrow slice of communicative impact.

As we will explore in later posts, engagement can reflect attention, affiliation, or emotional resonance without indicating understanding or trust. Research warns against equating visibility with effectiveness, particularly in public-sector contexts where the goal is often comprehension or compliance rather than interaction.

This is why methodological humility matters. Studies show correlations, not causation; aggregates, not guarantees. Applying findings responsibly requires recognizing what the data do not measure.

Learning Across Jurisdictions Without Overgeneralizing

One promising use of research is comparative learning: examining how similar institutions respond to similar challenges and identifying recurring patterns. When done carefully, this approach avoids the pitfalls of anecdotal reasoning while respecting contextual variation.

At the same time, research does not absolve governments of responsibility for their communicative choices. Because social media now functions as civic infrastructure, decisions about tone, timing, and content carry ethical and democratic implications that cannot be outsourced to datasets.

In this sense, evidence is most powerful when paired with judgment and contextual awareness. Together, they enable governments to communicate not only effectively, but responsibly—and they give communications professionals the authority to stand behind their work with confidence.
